BIS Certification for Toys

Every toy sold in India needs the ISI Mark first.

BIS Certification for Toys is the mandatory safety approval every manufacturer needs before a toy can legally reach an Indian shelf — whether it's made locally or imported. Non-electrical toys are tested against IS 9873 (mechanical safety, flammability, migration of elements, phthalates), while electrical toys are certified under IS 15644. Only once your product clears these can it carry the ISI Mark.

This isn't a paperwork formality — it protects children, and it's enforced at ports, in retail audits, and on e-commerce marketplaces. Toys without valid certification get seized, delisted, or recalled, and the license is granted to manufacturers alone, never to traders or importers, which is exactly why most brands bring in a certification partner rather than navigating the standards and factory audit alone.

Which of your toys need BIS certification?

The Toys (Quality Control) Order covers almost every category meant for children under 14 — here's how the main product families are classified for certification.

Non-Electrical Toys

Blocks, dolls, and manual play items tested under IS 9873 for mechanical safety and material compliance.

Most Common

Electrical & Electronic Toys

Battery-operated and powered toys certified separately under IS 15644 for electrical safety.

Soft & Plush Toys

Stuffed toys assessed for flammability, stitching strength, and small-part choking risk.

Ride-On & Activity Toys

Swings, slides, and ride-ons evaluated under IS 9873 Part 4 for structural and fall safety.

Art & Craft Toys

Finger paints and craft kits tested for pigment safety under IS 9873 Part 7.

Educational & Puzzle Toys

Learning aids and puzzles checked for small parts, sharp edges, and label accuracy.

Bath & Water Toys

Water-play items assessed for material safety and dye migration in wet conditions.

Remote-Controlled Toys

RC vehicles and gadgets certified under electrical standards plus mechanical impact testing.

The Process

From design file to ISI Mark, in eight steps

Toy certification blends lab testing with a physical factory audit — here's exactly what happens between your first sample and a licensed, market-ready toy.

1

Standard Applicability Check

We confirm whether your toy falls under IS 9873 (non-electrical) or IS 15644 (electrical), and which parts apply to its features.

2

Pre-Testing at a Recognized Lab

Samples go through preliminary testing at a BIS-recognized laboratory to catch design issues before formal filing.

3

Document & QC System Preparation

Manufacturing flow charts, quality control manuals, and technical specifications are compiled in BIS's expected format.

4

Application Filing on the BIS Portal

The formal application is submitted online with test reports, documents, and the prescribed government fee.

5

Factory Inspection

A BIS officer visits your manufacturing unit to verify production process, in-house test equipment, and quality control records.

6

Sample Sealing & Lab Testing

Samples collected during inspection are sealed and forwarded to a BIS lab to verify conformity to the applicable IS standard.

7

Grant of BIS License

Once inspection and test results clear, BIS grants the license for the specific toy category and manufacturing location.

8

ISI Mark Usage & Surveillance

You're cleared to affix the ISI Mark and sell in India, with periodic surveillance testing keeping the license valid.

Eligibility

Who can apply for BIS Toy Certification?

The license is written specifically for manufacturers — here's the baseline BIS checks before an application is even taken up.

Genuine Toy Manufacturer

Only the entity that actually manufactures the toy may apply — traders and distributors are not eligible applicants.

Operational Manufacturing Unit

An active production facility ready for BIS inspection, not just a registered address on paper.

Product Conformity

The toy must meet IS 9873 for non-electrical toys or IS 15644 for electrical toys, in full.

In-House Testing Facility

Test equipment specified under the Scheme of Inspection and Testing must be available at the factory, with limited exemptions for micro units.

Documented Quality Control

Trained personnel and recorded QC processes that BIS can review during inspection and ongoing surveillance.

Separate License per Category & Site

Electrical and non-electrical toys need separate applications, and each manufacturing location is licensed individually.

Paperwork

Documents you'll need to keep handy

Toy certification is technical-document heavy — having these ready keeps your factory audit and lab testing on schedule.

Why It's Worth It

What ISI-marked certification actually buys you

Beyond the legal requirement, certification changes how retailers, marketplaces, and parents perceive your toy.

Legal Market Entry

Sell in Indian retail and e-commerce without seizure risk

Child Safety Assurance

Independently verified against mechanical and chemical risks

ISI Mark Consumer Trust

Parents recognize the mark as a proven safety signal

Fewer Customs & Retail Rejections

Avoids the holds uncertified toy shipments run into

Competitive Retail Edge

Stand ahead of brands still stuck without certification

Access to Large Retailers

Big-box chains and marketplaces require the ISI Mark upfront

Renewable License

Once granted, renewal keeps the license active for years

Stronger Brand Reputation

A certified toy signals reliability to parents and partners

After Certification

Staying licensed, year after year

Getting the license is the start, not the finish — here's what keeps your toy certification valid and your ISI Mark in good standing.

Annual Marking Fee

The prescribed marking fee is paid yearly to keep the license active.

License Renewal

Toy licenses run on a fixed validity and must be renewed before expiry.

Surveillance Audits

Periodic factory visits by BIS confirm continued conformity to the standard.

Ongoing Sample Testing

Toys are re-tested at intervals under the Scheme of Inspection and Testing.

Record-Keeping

Production and test data are maintained and made available for BIS review.

Design or Material Change Intimation

Any change to materials, design, or process is reported to BIS promptly.

FAQ

Common questions about company registration

Can't find your question here? Use the form alongside this page and we'll answer it directly.

It's the legal process of incorporating your business with the government registrar, giving it its own identity separate from its owners.

It depends on your funding plans, number of founders, and liability comfort — our experts assess this with you before recommending a structure.

Most structures need at least one or two directors or partners, depending on the entity type and country of incorporation.

Typically around 7 working days once all documents are in order, though it can vary by country and registrar workload.

Identity proof, address proof, a photograph, and office address proof are the core set — see the Documents section above for the full list.

Only once your turnover crosses the prescribed threshold, or if you're engaged in interstate or specific categories of supply — we can confirm your case.

Yes, NRIs and foreign nationals can be directors or shareholders, subject to additional documentation and, in some structures, a resident co-director.

Most jurisdictions no longer mandate a fixed minimum paid-up capital — you can start with an amount that suits your business plan.

ROC filings, income tax returns, GST returns where applicable, bookkeeping, board meetings, and statutory audits — see the Compliance section above.

Because we handle it daily across three countries, keep you informed at every filing stage, and stay on for compliance long after incorporation is done.
