The Foreign Manufacturers Certification Scheme (FMCS) is the Bureau of Indian Standards' route for overseas manufacturers to earn the ISI Mark and legally sell regulated products in India. Operated by the Foreign Manufacturers Certification Department under Scheme-I of Schedule-II of the BIS Act, 2016, it's the only path that lets a factory outside India carry that mark on its goods.

Eligibility

Who can apply for an FMCS license?

FMCS is written specifically for manufacturers, not for importers or trading houses — here's the baseline BIS checks before an application is even taken up.

Genuine Foreign Manufacturer

Only the actual manufacturing entity, with a factory located outside India, may apply — importers and traders are not eligible.

Conformity to Indian Standard

The product must be capable of meeting the applicable Indian Standard Specification in full, not a comparable international one.

In-House Testing Infrastructure

The factory must hold the testing equipment and quality control personnel needed to verify the product against Indian Standards.

Authorized Indian Representative

An India-resident representative must be appointed to liaise with BIS and appear on the license documents.

Acceptance of Scheme of Inspection & Testing

The manufacturer must formally accept BIS's Scheme of Inspection and Testing and the annual marking fee obligations.
